摘要
公立医院现行的激励机制存在缺陷,补充养老金是借鉴现代企业的期权制而设计的一种具有期权性的长期激励办法,有助于克服这种缺陷。补充养老金的水平主要根据预期激励的力度和医院的经济支付能力确定,缴费方式可有多种选择。实施中应注意:保险公司的选择、激励机制和约束机制相配套、激励水平和方式的选择、重视对优秀管理骨干的激励。
There are limitations in the existing incentive mechanism within public hospitals. Supplementing annuities may serve as a long-term incentive mechanism which borrowing the ideas from modern enterprises, and it is conducive to offset the limitation. The level of supplementing annuities is jointly decided by the anticipated level of motivation and the affordability of the hospital, and the paying method can be multiple. Special attention should be paid to the following in operation: the choice of the insurance company, the combination of incentive mechanism with punishing mechanism, choosing appropriate motivation levels and methods, and attaching importance to inspiriting the excellent leading managers.
