摘要
WTO体系下的各国政府为了适应新的生存条件,先后对传统的公务员制度进行了创新。中国加入WTO后,中国的公务员制度也必然要面临着管理方式、制度化的发展方向、运行机制等诸多方面的严峻挑战。中国的公务员制度惟有在管理理念上实现由“权力导向型”向“市场导向型”的转型;从管理方式上完成由指令性管理转向“结果为本”的管理;在管理机制上大力推行竞争机制,才能将挑战的压力转化为制度创新的机遇。
The governments of various countries under WTO system carried on innovation to the traditional civil service system successively in order to meet the new survival condition. After China had joined the WTO, the civil service system in China must face the severe challenges in many aspects including management mode, institutionalized developing direction, operating mechanism, etc. Only when the civil service system in China carries out such changes as the transition from power-oriented type tomarket-oriented type in management theory, turns from instructional management to result-principle management in management mode, and pursues competition energetically in management mechanism, could we turn the pressure of challenges into the opportunities of system innovation.
