摘要
20世纪90年代以前,日本的修宪经历了三次高潮。90年代修宪进入了一个新阶段,主体民意对修宪的认同、普通国民对宪法的积极讨论把修宪推进了全民论宪的新高潮。国民的修宪理由和主张有着不同于政界的内容,宪法第九条不是民众的修宪中心。民意对修宪态度的转变有其深刻的国际背景和国内动因,并对90年代以来的修宪进程和走向产生重大的影响。
Three high tides of Constitution Amending Movement occurred before the 1990s. After that, this Constitution Amending Movement entered a new stage——the whole country debated the constitution publicly and actively, and the majority of public-opinion began to take sides with amending constitution, which pushed the Constitution Amending Movement into a new tide. But the main reasons and contents held by ordinary people in this movement were quite different from those of political circles, and they were not focused on revising the ninth article. These changes in public opinion towards constitution had their significant external background and internal factors, and influenced greatly both the process and the tendency of Constitution Amending Movement after the 1990s.
