摘要
金融危机带来的资源限制要求美国公立大学根据财政状况在危机的不同阶段选择不同的调整策略组合:短期倾向于削减性、暂时性顺应措施;中期侧重多元化收益和教学体系的结构性调整;长期则强调大学学术性和服务性的平衡,既维护大学学术核心功能,又增强大学社会服务功能,在提供大众化教育的同时着眼于长远的学术和社会福利。
The resource constraints issue caused by American financial crisis made public universities to allocate the financial resource by different strategies combination based on its financial situation.The short-term strategies preferred the reductive and temporary compliance measures.The mid-term strategies tended to seek the alternative benefit project to expand the resource diversity channel,and closed the relatively weak project to ensure the academic development priorities.While the long-term strategies emphasized the balance between public university's academic and service characteristic to maintain the university's research core function and enhance its social service ability while providing popular education.
