摘要
本文利用对山东、江苏、广东、辽宁等四个蔬菜主产区1572户蔬菜种植户调研数据进行分析,从农药、化肥及生产环境等方面总结了我国现阶段蔬菜质量安全的现状,并从农户特征、市场、政府与组织的规制力量四方面,探究了农户蔬菜质量安全控制行为的影响因素。研究结果表明:农户的行为态度对农户行为有很大的影响;外界影响因素中,政府的监管作用最强,政府检查频率、政府惩罚力度、农户组织化程度及市场检查频率等因素对农户蔬菜质量安全控制行为有着显著的影响。鉴于此,调控政策可以侧重于提高安全蔬菜的种植规模、加强政府对市场和组织的监管等方面,从而提高监管的效率,改善蔬菜质量安全现状。
This paper analyzed the status quo of the quality and safety of vegetable in China by using 1 572 questionnaire survey of safe vegetable farmers in Shandong,Jiangsu,Guangdong,and Liaoning provinces. How the market,government,organizations and features of farmers influence farmers' producing behavior were analyzed. The analytical results show that the attitude of farmers has a great impact on their behavior; among external factors,the government has the strongest power on regulating farmers' behavior; the frequency of government inspections,government penalties,farmers' organization degree and the frequency of market inspections have a significant impact on farmers' producing behavior. According to these conclusions,we should pay more attention on increasing the scale of safe vegetables,improving government regulation on markets and organizations and so on.
