摘要
随着中国经济社会迅速发展,公民社会日益兴起。与此同时,残疾人权利意识觉醒,各项需求不断上升,迫切需要民间组织发挥作用,为残疾人提供服务,弥补政府失灵和市场失灵。然而现阶段我国民间残疾人组织的生存和发展举步维艰,造成困境的原因十分复杂,包括经济社会发展水平、传统文化、公众意识、公共政策以及民间残疾人组织自身因素等。问题的解决需要政府法规政策的健全、社会公众意识的提高和民间残疾人组织加强自身能力建设。
China has been undergoing dramatic transition into civil society in an all-round way. To meet the soaring needs of people with disabilities in China, a large number of grassroots NGOs have mushroomed and been playing an increasingly important role as a compensation for government failure and market failure. However, the service capacity of NGOs for people with disabilities in China is weak in both quality and quantity. Externally, they face policy barriers and suffer from social stigma. Internally, they have problems with leadership, transparency, values and vision. The causes of the predicament of the NGOs for people with disabilities are complicated and intertwined. In addition to their own efforts for capacity development, legislation and public policies should be improved to address this issue.
