摘要
政府购买残疾人服务可以尝试"外包制"的形式。这样做最重要的理据是"外包制"在强化政府主体责任地位的同时,能在公共社会服务中适当引入市场机制,在从事专业服务的社会组织之间形成良好的竞争态势,从而实现服务增值、为残疾人提供更好服务的目的。尝试这一模式需要遵循政府主导、残疾人需求导向、职业化和专业化、公平竞争以及非营利等重要原则。实践这种模式,需要具备一定的社会条件,即要允许和支持社会组织、尤其是专业服务类社会组织的发展,这就要求在国家这一层面形成宽容和开放的政治氛围,在社会这一层面形成信任和合作的市民社会大发展的社会格局。
Outsourcing has become a popular mechanism in the public service providing practice in many countries and it may become a practical model in the public disability service in China. This will reinforce the government’s status as the resource provider, and at the same time allow the market mechanism to bring about competition among the service deliverers, i.e., the professional service agencies, which will in turn enhance their service performance and produce service added values. Several principles should be advocated including principles of government investment as the core, social needs orientation, professionalized service, fair-play, and non-profit orientation. Also some social conditions are needed such as a more tolerating and opening political attitude on the state level as well as a more trustworthy and reciprocal civic society should be undergoing development.
