摘要 确立价值本位人力资源开发战略模式是新生代人力资源现实状况的客观要求,是反思发达市场经济国家人力资源开发模式的经验总结。重智轻德的长期教育偏差和技能本位人力资源战略模式导致中国人力资源开发的战略性失误。进入21世纪,中国新成长的人力资源构成发生了重大的变化,公共治理任务艰巨,社会管理创新兴起,迫切需要建构价值本位人力资源开发战略模式。价值本位人力资源开发战略模式的基本内涵是:志存高远,自强不息;厚德载物,性德圆彰;勤学善思,求真创新;践履笃行,知行合一。 To establish strategic patterns for human resource development with the value of the standard is the objective requirement for the realistic conditions of the newly-established human resource,as well as the skills summary of reflection on the human resource development mode established in the developed countries with market economy.The long-term deviation on the imbalance between the intellectual and moral education and the skill-based human resource strategic pattern lead to the strategic mistake for Chinese human resource development.Since China enters into the 21st century,the constitution of Chinese newly-established human resource has taken huge changes;public governance has been arduous;innovation on social management has prevailed.It is urgent for China to establish the strategic patterns for human resource development with the value of the standard on the basic connotation of high aspiration,self-motivation;self-discipline and social commitment;seeking truth and innovation;practice and action-awareness merging.
