摘要
组织生命周期理论和总裁生命周期理论 ,阐述了企业组织和企业领导人员发展成长的特点和规律 ,为我们建立和完善对国有企业管理人员的激励监督机制 ,提供了极为重要的依据。目前 ,我国国有企业领导人员的激励监督机制已初步建立 ,但激励不足、监督不力的问题仍然比较突出。一方面要坚持物质与精神激励相结合的原则 ,采取年薪制、契约管理、期股期权等组合式的激励手段 ,充分调动国有企业领导人员的积极性和创造性 ;另一方面要充分发挥党委会、监事会、职代会的监督职能 ,建立上下结合、内外并重的全方位监督机制 ,规范和约束他们的行为。唯其如此 ,才能确保企业组织的活力 ,延长国有企业领导人员的生命周期 。
The theory on organization cycle and president office cycle elaborates on the characteristics and laws in the growth of enterprise organization and enterprise leaders, providing vital basis for the establishment and improvement of the promotion and supervision mechanism directed against state owned enterprise executives. Nowadays, the excitation and supervision mechanism directed against state owned enterprise executives has already been established. However,it is a projecting problem that we lack both sufficient promotion and forceful supervision. On the one hand, we should stick to the principle to combine material reward with moral encouragement, adopt comprehensive means including the annual salary payment, comtracting manmagement and futures stock in order to arouse fully the enthusiasm and initiative of the state owned enterprise leaders. On the other hand, we ought to play the full supervision part of the Party Committee, supervisor committee, staff and workers representative assembly, set up an all out supervision system at all the levels both inside and outside of the enterprise for the purpose of keeping the enterprise leaders activities within the bounds of law and rules. Only in this way can we guarantee the vigor of the enterprise, extend the president office cycle in the state owned enterprise and speed up the healthy growth of the state-owned enterprise.
