摘要
党政机关选派干部下乡扶贫是党政机关定点扶贫和东西扶贫协作的组织保障,它最初是由国务院贫困地区经济开发领导小组提出来的;党政机关选派干部下乡扶贫作为一项制度,包括选派干部下乡扶贫的组织实施、工作要求,下乡扶贫干部的选派标准、主要任务、管理考核等内容;党政机关选派干部下乡扶贫有助于推动贫困地区加快发展,它是践行党的宗旨的实际体现,是培养、选拔和锻炼干部的途径,是配备好贫困县领导班子的渠道,是加强农村基层组织建设的举措。
The system of Party and government offices' sending cadres to countryside for poverty- alleviation is the organizational guarantee for the fix- point poverty- alleviation and poverty- alleviation based on the cooperation between the East and the West. And it was first put forward by the State Council leading group of poverty alleviation and development. As a system,it includes the implementing work,the work requirements,the standards of selecting carders,the management and assessment and so on. This system helps speed up the development of poor regions. It is the embodiment of practicing the Party's goals,the method of cultivating,selecting and training cadres and also the measures of strengthening the building of the rural grass- root organizations.
