摘要
驻村干部制度是中国共产党建立"走群众路线""密切联系群众"的制度化社会管理机制。派驻工作队与驻村干部是我国实施精准扶贫战略的重要举措,主要目的是通过向贫困村及基层涣散的党组织派驻新的领导力量来加强基层组织建设,助推农村脱贫工作。回顾中国共产党干部驻村扶贫的发展历程,厘清驻村干部的权力责任与运行模式的转变,是顺应新的历史发展阶段,持续推进乡村振兴高质量发展的必然要求。
The system of cadres in villages is an institutionalized social management mechanism established by the Communist Party of China to"take the mass line"and"closely connect with the masses".The dispatch of task forces and cadres in villages is an important measure for China to implement the targeted poverty alleviation strategy.Its main purpose is to strengthen the construction of grass-roots organizations and promote poverty alleviation in rural areas by sending new leadership forces to poor villages and scattered grass-roots party organizations.Recalling the development process of the Chinese Communist Party’s cadres in villages and poverty alleviation and clarifying the power and responsibilities of cadres in villages and the transformation of operating mode,are inevitable requirements for conforming to the new historical development stage and continuing to promote the high-quality development of rural revitalization.
