初等教育与质量困境

摘要 世界上绝大多数国家都承认,教育产出和劳动力需求之间的关系并未处置妥当。特别是发展中国家的教育系统培养出的劳动力远远不能满足社会发展所需劳动力的数量与质量。另外,就业结构和就业激励措施不能充分调动人力资源并真正服务于社会发展的实际需要。许多人在投入大量时间、金钱和精力之后,由于没有接受适合的职业指导,找不到工作。
