摘要
文化强区要以现代文化为引领,以新疆精神为动力、以公共文化生活为基础、以文化品牌建设为目标、以文化产业为抓手、以文化制度为保障,协同推进新疆现代文化体系建设。当前新疆推进文化强区面临的困境是现代文化观念认知相对滞后,社会成员参与不足;文化管理机制不完善,队伍素质偏低;公共文化服务体系不健全,供给主体单一;文化产业市场化程度不高,发展模式不清晰等。新疆的文化发展贵在自觉,重在自信,当在自强。要用文化自觉、文化自信、文化自强来推动一体多元、融合开放、具有新疆特色的现代文化发展,来推进新疆由文化资源大区向文化发展强区转变,力促新疆文化大发展大繁荣,实现新疆跨越式发展和长治久安治本之策。新疆文化强区的实现路径是:把新疆精神作为新疆文化强区的主心骨、精气神;把健康文化作为新疆文化强区的有益补充;把休闲娱乐作为新疆文化强区的一个辅助功能;把基层文化阵地建设作为新疆文化强区的主要方向;把媒体传播作为新疆文化强区的重要阵地;把文化产业作为新疆文化强区的助推器;把复合型文化领军人才作为新疆文化强区的核心推动力。
The stronger culture needs to be guided by modern culture,with Xinjiang spirit as an engine,public cultural life a base,cultural industry a focus and cultural system a security to have them coordinated for construction on its modern cultural system.The plight facing Xinjiang is more backward in the recognition of cultural concept,inadequate participation for social members,imperfect culture-management mechanism,lower quality in staff,incomplete service system of public culture and monotonous supplier,less developed in culture-industry market and implicit in development pattern.Xinjiang's cultural development sets value on self-knowledge and weight on self-confidence with cultural strength under obligation,which facilitates integration with diversity in fusion for opening-up.Modern cultural development with Xinjiang characteristics turns Xinjiang from cultural resources to cultural power as an impetus for great development and prosperity in Xinjiang culture and basic policy for striding progress and long-term stability.The approach to economic power is to regard Xinjiang spirit as a vital force,health as helpful makeup,leisure entertainment as a subsidiary function;grass-root cultural community as a main direction,medium transmission as an important position,culture industry as a boost and culture-compounded champion as a core driving force for stronger cultural Xinjiang.
