“国家—社会”互动中的校园“免费午餐”政策建构——基于中印两国的比较分析 被引量:5

School “Free Lunch” Policy Construction during State-Society Interaction:Based on Comparative Analysis of China and India

摘要 为解决贫困儿童的营养问题,印度与中国相继制定和完善了校园"免费午餐"政策,这一政策建构也是政府与社会组织不断互动的结果。但在"免费午餐"政策的建构中,印度的社会组织已与政府初步结成了制度化的公私伙伴关系,而在中国,两者的互动仍在非制度化的框架下权宜性地进行,但是两国的社会组织都与政府以理性合作而非对抗斗争的方式展开互动,由此形成了福利合力。原因在于:提供社会福利已成为发展中国家实现统治合法化的一种有效途径,而社会组织也意在通过互惠手段增进社会福祉,努力在两者间培育出以信任为表征的社会资本,增进社会团结。 To tackle the nutritional problem of the poor children in China and India,school 'free lunch' policies have been established and improved in the two countries.We can find that this policy construction is the result of the ongoing interaction between governments and social organizations.While the government of India has set up an institutionalized public-private partnership with social organizations during the construction,the interaction between the two is still under a kind of non-institutionalized and contingent framework in China.However,the interaction between social organizations and governments in both countries takes the forms of rational cooperation rather than confrontation and struggle,thus forming a welfare union between them.The reason lies in the fact that provision of social welfare has become an effective way of legitimization in developing countries like China and India,with the social organizations intending to promote social well-being through mutually beneficial means at the same time.As long as the latter do not challenge the legitimacy of government,trust can be brought up from them in terms of social capital,enhancing social solidarity in the end.
