摘要
要:本文从风险规避的角度,通过构建微观个体优化模型阐述劳动者的工作选择机制,并对中国2004~2009年分行业面板数据进行检验。研究表明:第一,工作收入的波动程度是影响行业高学历劳动力集聚程度的重要原因;第二,由于劳动者存在普遍的规避风险特征,因而工作收入波动程度较低的低技术行业集聚了过多的高学历劳动力,这是造成学历误配的原因。政府应该在加大对高技术行业支持力度的同时,优化高技术行业的回报机制,尽可能减小高技术行业收入的波动程度,以降低学历误配带来的劳动力资源浪费。
This paper builds a individual micro-optimization model to analyze labors’ jobselection mechanism from the angel of risk aversion.Then we use 2004-2009 industry panel data to test the mechanism.It shows that first,the level of the work income volatility is a very important reason for the level of industry’s high-educated labor concentration;Second,because of the risk aversion,low-technology jobs attract more high-educated labor,it causes educational mismatch.We suggest that government should for one thing increase support high-technology industries,for another optimize the return mechanism of high-technology jobs to reduce the educational mismatch.
