摘要
目的了解安徽省全球基金艾滋病项目中省县两级多部门合作工作开展情况,及时归纳和总结多部门合作工作经验,为进一步规范开展多部门合作工作提供依据。方法采用普查方式,利用自行设计的问卷,通过查阅项目档案资料和电话访谈项目负责人相结合的方式,对每个多部门合作项目逐个填写一份问卷。结果全球基金艾滋病项目于2004年9月至2009年3月共支持多部门合作项目1 091个,其中省级151个(13.84%)、县级940个(86.16%);政府部门582个(53.35%),非政府部门509个(46.65%)。省级项目中政府部门参与比例较县级低(27.8%比57.45%,χ2=45.90,P<0.001)。预算经费共1 495.6万元,占项目总经费32.4%。其中省级合作项目占省级总经费的比例为47.93%,县级比例为23.64%。项目计划总时间为117 461天,已完成100 258天(85.35%),现场活动时间为74 118人天(63.1%)。目标人群涉所有相关人群,包括艾滋病病毒感染者/病人、暗娼、流动人口、学生和一般人群等,累计受益人数2 790万人次。多部门活动形式共涉及培训、调查、干预、宣传、生产自救和关怀救助等内容。结论安徽省全球基金艾滋病项目地区艾滋病防治多部门合作机制运行良好,为今后继续开展多部门合作工作积累了良好经验。
Objective To identify the progress and problems of the collaborated AIDS projects run by multi-sectors supported by the Anhui Global Fund AIDS program(Round 3)(GF3),to provide experiences and lessons for further collaborative projects.Methods A self designed semi-structural questionnaire was administered to each multi-sector run project,by reviewing project files and telephone interviewing the principle investigator(PI).Results Anhui GF3 has supported 1091 AIDS projects run by other sectors from June 2004 to March,2009.151 supported by the provincial project office(13.84%) and 940 supported by the 9 county project offices(86.16%);582 run by governmental sectors(53.35%),and 509 run by non-government organizations(NGO)(46.65%).The proportion of governmental sector participation at provincial level was lower than that at the county level(27.8% vs.57.45%,2=45.901,p<0.001).The total budget of multi-sector projects was 14.94 million RMB,which was 32.4% of the total budget.The proportion of multi-sectoral budget was 47.93% at the provincial level and 23.64% at the county level.The total duration was 117461 person-days,among which 100258 person-days were in the field(85.35%).The target population groups included people living with HIV/AIDS(PLWHA),commercial sex workers,mobile population,students and general population.The project activities included training,investigation,intervention,propaganda,self-relieving activities,care and support,etc.Conclusion The multi-sector participation in AIDS prevention and control was well performed in GF AIDS project areas in Anhui,and the experiences will be useful for the project areas and other areas.
