摘要
建立与社会主义市场经济体制相适应的政府职能是当前机构改革面临的一项重要而紧迫的工作。本文从探索合理划分政府的五种职能关系出发 ,提出从五个分界点上转变政府职能 ,力图使政府机构改革具有针对性和可操作性 。
Buliding government function adapted to the socialist market-oriented economy system is an important and urgnt work that the present organization reform faces. This essay puts forward the concept that government function should be changed from five dividing points on the basis of reasonable discussino of the five functional relations of government. The author intends to make the governmental organization reform more focused and operative, and to point out the direction of functional changes.
