摘要
目的探讨如何提高医院科研课题按时结题率。方法对2002～2006年102名科研课题负责人进行问卷调查,分析影响按时结题的主要因素。结果科研时间、研究条件、科研协作、科研经费以及激励机制等方面问题是影响按时结题的主要因素,其原因来自于研究者、科研管理部门、科技主管部门3个层面。结论针对存在的问题,提出科研政策上的倾斜,为科研人员创造条件,提供适当科研时间;改善实验室条件,创造培养和吸引人才的环境;加强科研课题过程管理;完善激励与制约机制;多渠道筹措科研经费,做好科研经费监督管理;加强临床科研课题的伦理审查等建议。
Objective To explore how to enhance the completive rates of medical scientific research projects in hospital.Methods The questionnaire was carried out in 102 researchers who were in charge of the research projects from 2002-2006,to assess the major factors influencing the completive rates of research projects.Results The results show that the time for scientific research,the conditions for experiment,the collaboration between researchers,the funds and incentive system are the key factors influencing the completive rates of research projects.These factors originate from three aspects on researchers,scientific reach administration section of hospital,and scientific and technical administration system of government.Conclusion Some countermeasures are suggested,such as the preferential policy for scientific research,better lab conditions and appropriate time for researchers,creating attracting scientific research environments,strengthening the process administration of scientific research project,raising more research funds from various sources,rational monitoring the expenditure of the research funds,enhancing the ethic censoring on scitific research projects and so on.
