摘要
美国次贷危机引起的全球金融危机,给中国经济造成严重困难。我国的出口不断下滑,居民消费率持续下降。扩大内需是我国必须的选择,而扩大内需的根本办法在于建立健全社会保障体系,但短期内不可能实现,因此,政府加大投资成为挽救经济衰退的唯一办法。由于地方财政早已出现过万亿的赤字,已自身难保,何以出手投资救经济?在这种情况下,沉寂一时的地方政府发行债券的呼声又四起。地方政府发行债券是世界上很多国家通行的做法,并且取得了较好的经济和社会效益。我国经过几十年的发展,已经具备了地方政府发行债券的条件。在目前金融危机的背景下,地方政府发行债券将为金融危机的化解起到关键作用。地方政府发行债券的时机已经到来。
