摘要
军用车辆交通事故的发生，给国家经济建设、部队战斗力和人民生命财产造成巨大损失。本文在深刻地剖析了军车交通事故预防过程中存在着预防失控、预防失准、预防空白、预防滞后、预防落后等问题的基础之上，根据我军的管理体制与军车事故发生、发展规律和过程，运用ＩＳＭ方法构建了军用车辆事故四级预防体系的解释结构模型；并以兰州军区事故预防的实际情况为背景，运用ＡＨ Ｐ方法对该体系中的各结构要素进行了权重分析；将这一成果运用于兰州军区的事故预防过程，取得了良好的效果。该成果荣获了军队２０００年科技进步二等奖。
