摘要
我国传统的权力型行政决策模式带来了诸多的弊端,异化了公共政策的价值。责任型的决策模式体现了民本取向。要促使权力型决策向责任型决策转化,必须从观念转变、制度设计、方法完善等方面着力。
Traditional power-oriented policy making pattern has brought many drawbacks, alienated the values of public policy. Responsibility-oriented pattern emphasizes the values of citizen-first. In order to make the transform, ideas should be changed, institutions should be redesigned and methodologies be improved.
