摘要
一段时间以来矿难事故在中国频繁爆发,已经不能简单归结为自然灾难或偶然现象,而应被认为是一种带有某种必然性的事件。通过对矿难原因深层次、多角度剖析,借鉴外国的先进经验,在“以人为本”理念指导下,作者从法律制度与观念建设角度,提出解决矿难问题的主要对策。
In some time mine tragedy broke in China frequently.This can not easily be regarded as natural calamity or accidental phenomena,but in some extent,it should be inevitable.Based on deep and multi-angled analyzing the reasons of mine tragedy,drawing on the experience of develope countries and following the ideology of 'people first',the authors put forward some major suggestions to avoid mine tragedy From the legal institution and idea.
