摘要 针对目前可再生资源的管理现状,研究了最优资源开发活动中出现的各种复杂关系,讨论了税收与配额转移对最优资源密度、最优投入总量、最优个体投入以及最优开发商数目的影响。研究结果表明,通过调整某些经济参数,如税率与配额价格,可以调控整个资源开发活动,使资源的增长处于良性循环中。在此基础上,提出了一种新的最优资源开发调控方案。 Renewable resources management involves many problems which are related to the culture, ecology, and economics. Ascertaining the complicated relations behind those problems is very important. Connecting with the present situation for renewable resources management, in this paper, we mainly study various complicated relations in optimal resources exploitation,discuss the effect of taxes and allocated transferable quotas on optimal resource populations, optimal total effort and individual effort, as well as the number of fishing companies.The results of this paper show that, by regulating some economical parameters, such as taxes rate, allocated transferable quotas, we can regulate the whole resources exploitation activity such that the resources is in a good state. On the basis of this, we present a new exploitation control scheme.
