摘要
“科技脱钩”已经成为影响中美关系的重要因素。美国政府试图切断与中国在新兴技术领域的联系,以此赢得在该领域的对华战略竞争。与传统高科技相比,新兴技术具有很大的不确定性,其带来的安全问题让美国政府陷入了“不安全感”困境,他们将“脱钩”视为应对新兴技术挑战,同时打压中国发展的战略性举措。综合来看,国家安全、意识形态和数字产业竞争是推动美国政府制定“脱钩政策”的直接动因。为此,美国政府制定了全政府、全社会的新举措,通过国内、国外等多种政策工具的组合来达到“脱钩”的目的。作为美国“科技脱钩”政策的目标对象,中国认为美国的“脱钩政策”是战略误判,不符合新兴技术发展的客观趋势。中美双方可以从技术安全、产业合作、安全和意识形态四个层次加强合作,来减少误判,促进双方在新兴技术领域的合作。
"Technological decoupling"has become an important factor in China-U.S.relations.The U.S.government is trying to win the strategic competition by cutting off ties with China in emerging technologies.Unlike the traditional high-technology,the emerging technology,marked by enormous uncertainty,creat security issues that can bring the government into"insecurity dilemma".Washington regards decoupling as a strategic move to address emerging technological challenges while suppressing China's development.Generally speaking,national security,ideology and digital competition are the direct drivers behind the U.S.government's policy of decoupling.The U.S.government has taken whole-of-government and whole-ofsociety approaches to achieve the goal of decoupling through a combination of domestic and foreign policy tools.China,as the target of the U.S.technological decoupling policy,considers it a strategic misjudgment that does not conform to the objective trend of the development of emerging technologies.China and the United States can strengthen cooperation on technical security,industrial interaction,security and ideology to reduce misjudgments and promote bilateral cooperation in the field of emerging technologies.
