摘要
2008年全球金融危机以来,国际社会广泛呼吁改革全球治理体系,但全球治理体系的改革一直停滞不前。尤其是特朗普上任后大力推行保护主义和单边主义,美国在多个国际组织和协议中"退群",全球治理陷入困境。而且,全球性问题越来越多,全球治理的范围越来越广,全球治理的难度也越来越大。追根溯源,全球治理困境源于全球性制度改革难以适应技术进步在全球拓展的现实状况。解决全球治理困境需要围绕破解"四个赤字"展开,从构建全球性制度入手,增进互信、加强合作,并促进各国政策协调。
Since the global financial crisis in 2008,the international community has widely called for the reform of global governance system,but the reform has been stagnant for a long time.In particular,as the US President Donald Trump vigorously promoted protectionism andunilateralism and"retreated"from many international organizations and agreements,global governance has almost failed.With the rapid development of globalization,there have been more and more global issues and the scope of global governance has been expanded,with the difficulty of global governance on the rise.The root cause of the dilemma of global governance lies in the fact that global institutional reform has failed to adapt to technological progress and its global expansion.To solve the problem,we need to strengthen"four deficits",i.e.,building a global system,enhancing mutual trust,strengthening top-level design,and promoting policy coordination among different countries.
