摘要
本文介绍了世界卫生组织在全球卫生外交中发挥的重要作用,阐述当前在世卫组织框架下全球卫生外交的特点,强调在全球卫生外交和卫生治理中,尽管非国家行为体的作用日益凸显,但主权国家的主导作用仍无可替代,并在技术专业与政治考量、国家利益与全球卫生人类共同利益之间寻求一致与平衡。
This paper examined the important role played by WHO in global health diplomacy,expounded the characteristics of global health diplomacy under the WHO framework,and emphasized that in global health diplomacy and health governance,despite the increasing role of non-state actors,the leading role of sovereign states is irreplaceable,which seeks alignment of and balance between technical expertise and political considerations,as well as between national interests and the common interests of mankind in global health.
