摘要
改革开放以来我国高校教师评价制度经历了恢复探索期、改革发展期、深化改革期和系统改革期四大阶段。在这一发展过程中,伴随着“国际经验”与“本土实践”有机结合、“单位制”与“市场制”双轨并进以及“上下政策”与“左右政策”彼此关联等,进步中折射着矛盾。基于此,亟须理顺高校现代教师评价的各种权利关系,推进“三维度四层次”的立体式评价结构协同进化,构建权责对应、差异有序的评价制度系统,推动教师个体评价自觉,有序激发教师活力与创新力。
Since the reform and opening up,the evaluation system of college and university teachers in China has gone through four stages:recovery and exploration period,reform and development period,deepening reform period and system reform period.Which is accompanied by the organic combination of“international experience”and“local practice”,the dual development of“unit system”and“market system”,and close relationship between“vertical polices”and“horizontal polices”and so on,reflecting the contradiction.Based on this,it is urgent to establish a modern evaluation governance structure on the relationship of teachers in colleges and universities,promote the collaborative evolution of a“three-dimensional and four-layer”evaluation structure,build an evaluation system with well-defined power and responsibilities and orderly differences,promote teachers’consciousness of self-evaluation,and stimulate teachers’vitality and creativity of teaching in an orderly manner.
