摘要
全过程人民民主作为一种全新的民主理念,对村委会选举制度创新和村民民主权利保障具有重要意义。安徽省村委会选举“三项制度”作为全过程人民民主在农村基层的具体实践,具有系统的结构特征、功能特征、行为特征和动态特征,并在推动村委会选举民主化、科学化、规范化以及提高村委会选举质量等方面发挥着重要作用。其以人民至上为理念、以行为规范为动力、以程序建构为关键、以党的领导为保障的运行逻辑,与全过程人民民主所强调的“全”、“过程”和“人民”属性高度契合。为了使“三项制度”在全过程人民民主的指导下更好、更全面地推进村委会选举制度发展,需要在加强党建引领、深化制度改革、深度规范选举指导和村民参与行为及注重培训考核、加大宣传力度等方面持续发力。
The entire process of people's democracy,as a new democratic concept,is of great significance to innovating the village committee election system and protecting villagers'democratic rights.The“three systems”of village committee elections in Anhui Province,as the concrete practice of the entire process of people's democracy at the rural grassroots level,have systematic structural,functional,behavioral,and dynamic characteristics,and play an important role in promoting the democratization,scientific standardization of village committee elections,and improving the quality of village committee elections.Its operational logic,with the concept of prioritizing people,the driving force of behavioral norms,the key role of procedure construction,and the Party leadership as a guarantee,is highly consistent with the attributes of“integrity”,“process”and“people”emphasized by the entire process of people's democracy.To enhance the“three systems”and more comprehensively promote the development of the village committee election system under the guidance of the entire process of people's democracy,it is necessary to strengthen party building guidance,deepen system reform,thoroughly standardize election guidance and villagers'participation behavior,focus on training and assessment,and intensify publicity efforts.
