摘要
海洋渔业是浙江省经济发展的重要基础性产业,然而,近年来渔船安全事故频发,给渔业事业的发展带来巨大损失。文章针对浙江省渔业互保协会的渔船安全事故要案,择其2010年1月—2022年3月的事故报告进行统计分析,揭示渔船事故发生的规律和特点,剖析事故发生的原因,进一步进行预警模型的开发,通过BP神经网络算法,结合海上事故渔船特征的多个维度,建立起渔船安全预警评价指标体系。该指标体系可作为制定各类安全管理制度的重要参考依据,从而达到减少渔船事故的目的。
Marine fishery is an important basic industry for the economic development of Zhejiang Province.However,in recent years,the frequent occurrence of fishing vessel safety accidents has brought huge losses to the development of fisheries.In view of the major case of fishing vessel safety accidents of Zhejiang Fishery Mutual Protection Association,this paper selects its accident report from January 2010 to March 2022 for statistical analysis,reveals the rules and characteristics of fishing vessel accidents,analyzes the causes of accidents,and further develops the early warning model.Through BP neural network algorithm,combined with multiple dimensions of the characteristics of fishing vessels in maritime accidents,the early warning evaluation index system of fishing vessel safety is established.The index system can be used as an important reference for formulating various safety management systems,so as to achieve the goal of reducing fishing boat accidents.
