摘要
高校学生教育管理制度体系建设是发展教育事业的重要环节。以《普通高等学校学生管理规定》和教育部高校学生司编著的《中国高等教育学生管理规章大全(1950-2006)》,以及政府、教育部和高校颁布的文件为主要研究对象,通过文本分析的方法,对制度文本进行分类,将文本所处历史背景和社会实践相结合,发现不同的制度文本在高校学生教育管理制度的过程管理和系统集成两个方面中所起的作用和存在的问题。在此基础上,提出创新教育管理理念、增强制度执行的可操作性、建立健全监督评价制度和强化高校学生教育管理制度体系系统集成等措施,以期提高教育管理制度的科学性、针对性和有效性。
The building of the college student educational management system is an important step in the development of education. The research is based on "regulations on the management of college students","the complete set of regulations on the management of Chinese higher education students(1950-2006)"compiled by College Student Affairs Department of Ministry of education as well as the documents issued by the Government, Ministry of Education,and colleges and universities. Based on text analysis, by classifying the regulation texts and relating the historical background of the texts to social practice, the functions and problems of different regulation texts have been identified in the process management and system integration of college student educational management system. Accordingly, the measures adopted are as follows: generating innovative ideas about educational management, improving the operability of the impostition of the regulations, building a perfect supervision and evaluation system,and promoting the system integration of college student educational management, thus making the college student educational management system more scientific, targeted and effective.
