摘要 水生态环境是生态系统的重要组成部分。水体水色异常是水生态环境污染及水生态状况的重要表征之一。为实现对水体水色异常等突发水环境事件的快速监测,本文充分发挥海量卫星遥感数据在应急监测中的优势,基于组件化思想和SOA分布式结构,设计研发了水体水色异常遥感监查系统。该系统采用"天—空—地"一体化的模式,利用海量卫星遥感影像,对近岸海域、大型湖库、河流等区域水体水色异常事件进行低空间分辨率遥感影像巡查、中高空间分辨率遥感影像详查和无人机及地面监测数据核查,实现了水体水色异常事件快速、准确的自动化业务提取,研发了核心的关键技术并进行了系统集成。通过典型区域示范,实现了系统持续、稳定、高效的业务化运行,全面提升了我国水环境事件应急监测、处置及风险防范能力,为突发水环境事件管理和采取应急措施提供了强有力的技术支撑。 Water ecological environment is an extraordinary component of the global ecosystem.The function of water environment ecosystem is to ensure the material circulation and energy flow in the ecological system,to maintain the relative stability and development of the ecological system.To meet the management requirements of water color anomaly rapidity monitoring in water environment emergencies by effective using massive satellite remote sensing data,The remote sensing monitoring system for water color anomaly is Constructed,uhich applies different remote sensing images with different spatial resolution to achieve the area and spatial distribution of water anomaly in water emergency accidents.The monitoring system,developed based on the component idea and SOA distributed structure,could make full application of massive satellite remote sensing data in water emergency accidents to monitoring the distribution and the area of water color anomaly.The monitoring system uses the mode of"sky-space-earth"integration to detect the water color anomaly events in coastal waters,large lakes or reservoirs,rivers and other water areas,and inspect water color anomaly with low spatial resolution RS images,detailed investigation with high spatial resolution remote sensing images,and verification by aerial images and ground monitoring data.The fast and accurate extraction technology of water color anomaly were developed and been integrated into the water color anomaly monitoring system so as to realize the rapid and accurate monitoring water color abnormal events.Through the typical regional demonstration,the system has realized the continuous,stable and efficient operation of monitoring water color anomaly.And it has comprehensively improved the ability of emergency monitoring and the prevention of water environmental events in China,and these could improve the ability to deal with environmental emergencies by providing strong technical support for the management of water environmental emergencies.
