摘要
随着《民办教育促进法》的出台,政府开始落实对各类民办高校的规划管理,这对打破民办高等教育发展困境有很大帮助。目前,民办教育在分类管理方面面临着供给、资源配置失衡、结构性供需不平衡等问题,为此需要从完善顶层设计,完善相关法律、优化政府职能,健全供给体系、激活社会资本,优化教学环境、发挥市场主体这四个方面出发,对构建现代学校制度进行深入讨论。
With the promulgation of the law on the promotion of private education,the government has begun to implement the planning and management of all kinds of private colleges and universities,which is of great help to break the development dilemma of private higher education.At present,private education is faced with the problems of unbalanced supply,resource allocation and structural supply and demand in classified management.Therefore,we need to deeply discuss the construction of modern school system from four aspects:improving the top-level design,improving the relevant laws,optimizing the government functions,improving the supply system,activating social capital,optimizing the teaching environment and giving play to the market main body.
