摘要
民办高等教育的高质量发展是全面推进中国式现代化的新时代要求,制度优化与创新是民办高等教育高质量发展的必然选择。当前我国支持民办高等教育高质量发展的制度要素仍不成熟,多层次制度过程尚未形成,制度体系仍不完善,制度执行尚需进一步凝聚共识、形成合力。我国民办高等教育的高质量发展,应加强党的领导,全面贯彻落实党的教育方针,完善促进高质量发展的政策法规并健全配套制度,以章程修订为契机完善民办高校内部质量保障制度,全方位构建制度落实保障体系,以制度优化创新推进质量文化建设。
The high-quality development of private higher education is required in a new era of promoting the Chinese path to modernization.At present,the system elements to support the high-quality development of private higher education are still immature,the multilevel system process has not yet been formed,the system is still imperfect,and its implementation needs consensus and synergy.Therefore,the Party’s leadership should be strengthened,its education policy should be implemented,the charter revision should be a chance to improve the internal quality assurance system,the implementation system should be built,and the construction of quality culture should be promoted.
