摘要 开展公共机构碳排放统计核算,制定我国公共机构碳排放总量与强度等控制目标,分析公共机构碳排放特征及影响因素,提出公共机构低碳发展路径是推动公共机构低碳发展的前提和基础。以718家典型公共机构的能源消费数据为基础,采用公共机构温室气体核算方法,对不同类型公共机构碳排放强度进行统计核算,分析不同气候区、不同类型公共机构的碳排放特征和影响因素,提出公共机构低碳发展路径。可以得出,不同类型公共机构排放强度差异显著,学校、机关和医院的碳排放强度分别在8~30 kgCO2/m2、14~52 kgCO2/m2和27~94 kgCO2/m2。 The carbon emissions of public institutions are calculated statistically.The control objectives of total carbon emission and its intensity of public institutions in China is set up.Carbon emission characteristics and influencing factors of public institutions are analyzed.That low carbon development path of public institutions is the premise and foundation of promoting low carbon development of public institutions is proposed.Based on the energy consumption data of 718 typical public institutions,the greenhouse gas accounting method is adopted for statistical accounting of carbon emission intensity of different types of public institutions.Carbon emission characteristics and influencing factors of different climate regions,different types public institutions are analyzed for expounding low carbon development path of public institutions.Significant difference in emission intensity of different types of public institutions can be concluded.The average carbon emission intensity of schools,institutions and hospitals is 8~30 kgCO2/m2,14~52 kgCO2/m2 and 27~94 kgCO2/m2,respectively.
