摘要
农村环境综合整治力度不断加大,乡村生态环境持续好转,但农村“散乱污”企业却难以根除。农村“散乱污”企业之所以能够继续存在,主要是其能充分利用乡村社会生活环境,重构其与基层环保部门、村民之间的社区在地关系,采取有效策略化解环境治理压力。金村的调研显示,污染企业会借助乡村社会关系网与社区生活空间优势,采取游击战、污染隐藏术、利益圈层等非制度化手段,消解村民环境诉求与政府环保执法两种“压力”,为企业继续转嫁污染制造了隐秘空间。农村污染企业的隐秘空间制造,根源于生计取向的村庄经济模式、经济能人的村庄权威结构与圈层化导向的村庄社会交往方式等乡村社会基础。乡村污染企业采取更加隐秘的污染转移策略,揭示了乡村生态环境治理中的“治污盲点”。
The comprehensive improvement of rural environment continues to increase,and rural ecological environment continues to improve,but the“scattered and polluted”enterprise pollution in the rural areas is difficult to eradicate.The reason why rural“scattered and polluting”enterprises can continue to exist is that they can make full use of the rural social living environment,reconstruct the community-local relationship with grass-roots environmental protection departments and villagers,and adopt effective strategies to resolve the pressure of environmental governance.The investigation of Jincun found that,with the help of the advantages of rural social network and community living space,polluting enterprises have taken non institutionalized means such as guerrilla warfare,pollution concealment and interest circle to eliminate the two“pressures”of villagers'environmental demands and government environmental protection law enforcement,creating space for enterprises to continue to transfer pollution.Rural pollution enterprises adopt more secret pollution transfer strategies,revealing the“blind spots”in the governance of rural ecological environment.
