摘要
2020年国际油价大幅跳水,加之疫情影响,石油行业面临巨大冲击。渤海油田为推动"七年行动计划",作业量不减反增,较计划开始前激增至192%。为了响应《2020年应对低油价钻完井专项行动》,中海石油(中国)有限公司天津分公司费用控制部大力推进"量身定制"创新费控管理模式,将项目管理和费控工作有效结合,采用适应项目预算的多样化商务订单,通过数字化、标准化创新优化费控管理模式,通过测算前移、精准分解指标、简化商务流程、创新结算模式等创新举措,降本目标超额完成。
In 2020,the international oil price plunged sharply,together with the impact of the epidemic,the oil industry is facing a huge impact.Bohai Sea’s oil fields have seen their operations surge to 192 per cent of their pre-plan levels in pursuit of the seven-year action plan.In response to the"special action to deal with low oil price drilling and completion in 2020",the expense control department of CNOOC(China)Tianjin Company has vigorously promoted the"tailor-made"innovative expense control management model,effective integration of project management and cost control,adoption of diversified business orders adapted to the project budget,and optimization of cost control management model through digital and standardized innovation,by measuring the forward movement,accurate decomposition ofindicators,simplified business processes,innovative settlement model and other innovative measures,the target was exceeded.
