摘要
民警两个职务序列改革是党中央国务院推进公安机关队伍规范化、专业化、职业化建设的重要措施,也是中央关心关爱广大公安民警的重要举措。从当前实际情况来看,一些基层公安机关在执行两个职务序列套改晋升中存在着"神秘化""庸俗化"等突出问题;有悖于中央公务员职务职级并行改革的基本原则及中央推行民警两个职务序列改革初衷本意,误导了用人方向和民警价值取向。纠正这些问题需深化学习宣传,切实领会中央民警职务套改晋升精神;坚持择优遴选和公开、公平、公正原则;进一步完善顶层设计;细化具体落实的制度措施等。
The reform of the police’s two job sequences is not only an important measure of the Party Central Committee and the State Council to promote the standardization,specialization and professionalization of the public security organs,but also an important measure of the Central Committee to benefit the public security police.From the current actual situation,there are"mysterious","vulgar"and other prominent problems in some grass-roots public security organs in the implementation of the two job sequences,which is contradiction to the basic principle of the parallel reform of civil servants’positions and ranks in the central government and the original intention of the central government to carry out the reform of the two job sequences of the police,and misleads the direction of appointment and the value orientation of the police.To correct these problems,we need to further study,propagandize and understand the spirit of the Central Police’s job reform and promotion,adhere to the principle of selecting the best and being open,fair and just,further improve the top-level design,and ensure the detailed implementation of the system and measures.
