摘要
目的探讨新联勤体制下医院收归门诊部的建设和发展。方法基于军队联勤保障体制改革逐渐深入的背景,阐述新联勤体制下医院门诊部面临的多种复杂问题,并对相关问题产生的原因进行深入分析,并提出相应的解决方法。结果针对联勤医院面临一院多区、军事保障任务多样化、部门合力不强、人才资源短缺等突出问题,提出明确职能定位、加强人才培养、优化学科分配、加强制度建设、提升军事文化内涵等促进医院门诊部同质化管理的长远发展建议。结论新联勤体制下医院收归门诊部应加强自身建设,提升业务水平和军事文化素养,不断提高为部队服务和保障打赢的能力。
Objective To explore the construction and development of the outpatient department in joint logistic hospital under the new system.Methods Based on the background of the gradual deepening of the reform of the military joint logistic system,the complex problems faced by the hospital outpatient department were expounded,and the causes of the related problems were analyzed in depth and corresponding solutions were proposed.Results Focused on the problems such as one hospital with multiple districts,diversified military medical support tasks,weak department cooperation and shortage of medical talents,the author discussed the functional orientation,talent construction,discipline distribution,rules and regulations and cultural connotation to promote the long-term development of homogenization management in outpatient departments.Conclusion Under the new joint service system,the outpatient department of hospital should strengthen its own construction,improve its professional skills and military literacy,and constantly improve its ability to serve and guarantee victory for the army.
