摘要
改革开放精神是中国共产党精神谱系的重要组成部分,是中国共产党团结和带领中国人民在改革开放和社会主义现代化建设新时期不断奋斗而形成的伟大精神品格的鲜明体现,是新时代全面深化改革和扩大高水平对外开放的精神动力。新时代弘扬改革开放精神应当在历史、理论和现实三重维度中深刻理解把握伟大改革开放精神的科学内涵及重要价值,厚植改革开放精神的历史文化“土壤”并把握全面深化改革的正确方向,在奋进新时代的伟大征程中孕育和开创其新篇章。历史维度上,要继承中华优秀传统文化中的革故鼎新精神与开放态度、学习“四史”特别是改革开放史,从学习历史中汲取智慧和力量;理论维度上,要探究其与伟大建党精神、特区精神等诸多精神的关系,与中国精神、民族精神的关系以及其在中国共产党精神谱系的地位问题,把握改革开放精神的社会主义属性与特质;现实维度中,要立足我国改革发展新实际,统筹国内国际两个大局,坚持新发展理念,注重法治思维,从而在中国特色社会主义制度自我完善和发展过程中充分发挥其精神支撑作用,指引激励全体中华儿女向着新百年奋斗目标新征程砥砺奋进。
The spirit of reform and opening up is an important component of the spiritual genealogy of the Communist Party of China,a clear embodiment of the great spiritual character formed by the CPC in uniting and leading the Chinese people in the new period of reform,opening up,and socialist modernization and the spiritual motive force for comprehensively deepening reform and expanding high-level opening up in the new era.To carry forward the spirit of reform and opening up in the new era,we should profoundly understand and grasp the scientific connotation and important value of the great spirit of reform and opening up in the triple dimensions of history,theory and reality,plant the historical and cultural“soil”of the spirit of reform and opening up,grasp the correct direction of comprehensively deepening reform,and nurture and open a new chapter in the great journey of forging ahead into the new era.In terms of historical dimension,it is necessary to inherit the new spirit and open attitude of revolution in China’s excellent traditional culture,study the“four histories”,especially the history of reform and opening up,and draw wisdom and strength from studying history.In terms of theoretical dimensions,it is necessary to explore its relationship with the spirit of the great founding of the Party,the spirit of the Special Administrative Region and many other spirits,the relationship with the Chinese spirit and the national spirit and its status in the spiritual genealogy of the Communist Party of China and grasp the socialist attributes and characteristics of the spirit of reform and opening up;In the realistic dimension,it is necessary to base ourselves on the new reality of China’s reform and development,coordinate the two overall situations at home and abroad,adhere to the new development concept and pay attention to the thinking of the rule of law,so as to give full play to its spiritual support role in the process of self-improvement and development of the socialist system with Chinese characteristics a
