摘要
首先,分析目前我国大型仪器设备使用效率、开放共享程度、以及对外服务收费形式等现状与存在的不足;其次,以河海大学和大连理工大学的两台研究天然气水合物力学特性的低温、高压静动三轴仪为例,探讨非盈利性服务收费标准系统;最后,基于成本、损耗、信用额度等指标构建开放共享收费标准与实施细则,为其它大型仪器设备开放共享提供样本和参考。
Firstly,this paper analyzes the current situation and existing shortcomings of the use efficiency,openness and sharing degree,and external service charges of large-scale instruments and equipment in China.Secondly,taking two low-temperature and high-pressure static and dynamic triaxial instruments for studying the mechanical characteristics of natural gas hydrate on Hohai University and Dalian University of Technology as an example,discusses the non-profit service charging standard system.Finally,based on cost,loss,credit limit and other indicators,establishes the open and shared charging standards and implementation rules,in order to provide references for open sharing of other large instruments and equipment.
