摘要
能否利用世界大学排行榜对我国世界一流大学建设成效进行动态监测是学界讨论的话题。对五家世界大学排行榜合理性与技术性维度进行分析,发现其指标体系反映的共识性标准为:多维度评价世界一流大学已经成为国际共识;“科研偏好”是评价世界一流大学的主要标准;世界一流大学的一流标准聚焦在人才培养、科研成果、社会服务、师资队伍、国际化和学术声誉六个方面。这些世界通行的一流大学标准与我国《统筹推进世界一流大学和一流学科建设总体方案》的具体建设任务高度契合,因此可以采用世界大学排行榜作为我国“双一流”建设的参照标准。除此之外,建设我国的世界一流大学,还应该具有中国特色。我国的世界一流大学建设中的中国特色是坚持党对高校的领导,贯彻党委领导下的校长负责制;坚持社会主义办学方向,坚持走中国特色社会主义大学发展道路;坚持全面贯彻党的教育方针。
Whether we can make use of the world university rankings to dynamically monitor the construction effect of China’s world-class universities has become a topic of academic discussion.Through the analysis of the rationality and technical dimensions of the five world university rankings,it is found that multi-dimensional evaluation of world-class universities has become an international consensus.“Research preference”is the main criterion for evaluating world-class universities;The internationally comparable indicators of world-class universities are talent training,scientific research achievements,social services,teaching staff,internationalization and academic reputation.These world-class university standards are highly consistent with the specific construction tasks of China’s overall plan for promoting the construction of world-class universities and first-class disciplines.Therefore,the world university ranking can be used as the reference standard for China’s double first-class construction.In addition,building a world-class university in China should also have Chinese characteristics.The Chinese characteristics in the construction of China’s world-class universities are:First,adhere to the party’s leadership over colleges and universities and implement the president responsibility system under the leadership of the Party committee;Second,adhere to the socialist school running direction and the development path of socialist universities with Chinese characteristics;Third,adhere to the comprehensive implementation of the party’s education policy.
