摘要
治理有效是乡村振兴战略对乡村治理的时代要求,是实现乡村振兴的基础。然而,当前很多农村地区存在乡村治理的作用被低估、碎片化、创新活力不足、运行低效、法治化程度不高等现实问题,乡村治理由此成为各地实施乡村振兴战略的薄弱环节。针对当前各地乡村治理中存在的现实问题,通过采取加强农村基层党组织对乡村振兴的全面领导、健全"三治"有机融合的现代乡村治理体系、完善农村基层服务体系等措施,推进各地在乡村振兴过程中实现乡村有效治理的目标。
Effective governance is the requirement of rural revitalization strategy for rural governance and the basis of realizing rural revitalization.However,at present,many rural areas have practical problems that the role of rural governance is underestimated,fragmented,insufficient innovation vitality,low efficiency of operation and low degree of rule of law,so rural governance has become a weak link in the implementation of rural revitalization strategy.In view of the practical problems existing in the current rural governance,such measures will be taken as strengthening the comprehensive leadership of rural grassroots party organizations over the rural revitalization,perfecting the modern rural governance system of organically integrated"three governance",and promoting the service system of rural grassroots to boost various regions to realize the goal of effective rural governance in the process of rural revitalization.
