摘要
针对军事人力资源管理中人员实有与编制不一致的问题,以编现数据的岗位、等级、专业、数量指标为基础,建立基于单一指标与混合协同指标的AHP递阶层次结构表示的综合评价模型,全面精准体现人员编现的匹配程度。在此基础上,综合考虑年龄和当前服役时限等动态因素对人员编现匹配程度的影响,构建了基于灰色关联分析的TOPSIS多属性决策评估模型并进行了验证,分析了动态因素对人员编现匹配程度的影响,为军事人力资源调配提供了有效的数据支撑。
Addressing the issue of inconsistency between headcount and existing in military human resource management,a comprehensive evaluation model based on job,level,major and quantity indicators for compiling data is established,which is represented by AHP hierarchical structure based on a single indicator and a mixed collaborative indicator,comprehensively and accurately reflecting the headcount and existing matching degree.On this basis,comprehensive consideration is given to the impact of dynamic factors such as age and current service duration on personnel headcount and existing matching degree.A TOPSIS multi-attribute decision-making evaluation model based on grey correlation analysis was constructed and validated.The impact of dynamic factors on personnel staffing matching degree was analyzed,providing effective data support for military human resource allocation.
