摘要
数字贸易是数字经济时代的贸易新业态,标准对数字贸易网络发展意义重大。从标准视角来看,保持兼容性会收获来自网络外部性的利益,有利于增加数字贸易收益,但若维持兼容性以牺牲安全性为代价,则会对数字贸易发展产生挑战。数字贸易国在标准的兼容性和安全性之间做出权衡。在安全性得到保障的前提下,数字贸易国倾向于选择实现兼容性;在损失安全性的成本过高的情况下,各国倾向于选择不兼容。当前数字贸易网络的治理对策涵盖国际、区际和国家层面,在贸易网络形态上表现为考虑安全性前提下的部分兼容。从数字贸易标准化发展的长期趋势来看,将数字标准的兼容性和安全性明确纳入贸易协议,推进数字标准建设和国际合作,是促进各国数字贸易流动获得数字贸易收益的重要保障。
Digital trade is a new trade format in the digital economy era.Standards are of great significance to the development of digital trade network.From the perspective of standards,maintaining compatibility will reap the benefits from network externalities and increase the benefits of digital trade.However,if maintaining compatibility at the expense of security,it will pose a challenge to the development of digital trade.Digital trading countries make a trade-off between standards’compatibility and security.On the premise of security,digital trading countries tend to choose to achieve compatibility.When the cost of losing security is too high,countries tend to choose incompatibility.The governance of digital trade network cover international,interregional and national levels.In the form of trade network,it is partially compatible on the premise of considering security at present.From the long-term development trend of digital trade standardization,incorporating the compatibility and security of digital standards into trade agreements explicitly and promoting the construction of digital standards and international cooperation can promote the flow of digital trade and obtain the benefits of digital trade.
