摘要
非洲是全球维和行动最为集中的地区。非洲联盟(非盟)在其中发挥了重要作用。关于非盟维和行动的研究相当丰富,但对非盟如何选择维和行动则关注较少。作者从组织间关系的理论视角出发,聚焦联合国、非盟和非洲次区域组织的维和行动过程,提出了"基于等级秩序的垂直嵌套结构"的分析框架,并结合意愿和能力两个维度,勾画出非盟介入维和行动的三种类型:首选执行方、接替方和接管方,以此来理解非盟在多行为体维和环境中的行为选择。以在苏丹、索马里和中非共和国的维和行动为例,作者探讨了非盟在三个维和行动中的政策选择,刻画了联合国、非盟和非洲次区域组织在维和行动中的先后次序,分析了非盟在维护非洲大陆和平与安全时发挥的特殊作用和存在不足。这种研究视角有助于更好地理解国际组织间关系促进国际安全合作的积极意义,也可以从国际组织间的等级秩序来拓展国际关系等级理论的研究主体。
Africa has the highest concentration of peacekeeping operations in the world.The African Union(AU)plays an important role in the process.The literature concerning the study of African Union Peacekeeping Operations is extensive,but seldom studies how the AU selects peacekeeping operations.Based on a theoretical perspective of inter-organizational relations,the article focuses on the peacekeeping processes of the UN,the AU,and African sub-regional organizations and outlines a framework of"vertical nested structure based on hierarchical order".Combining the two dimensions of willingness and ability,the authors propose three types of AU involvement in peacekeeping operations:preferred implementer,successor and receiver,as a way to understand the AU’s behavioral choices in multi-actor peacekeeping environments.Taking the peacekeeping operations in Sudan,Somalia,and the Central African Republic as examples,this article explores AU’s policy choices in the three peacekeeping operations,portrays the sequencing of the UN,the AU,and African sub-regional organizations in peacekeeping operations,and analyzes the special role and shortcomings of the AU in maintaining peace and security on the African continent.This new perspective contributes to better understanding of the role played by the AU in conflict resolution in Africa,and may further enrich the understanding of conflict resolution in Africa.
