摘要
僵尸企业是违背市场规律的产物,其效率低且需要"输血",清理僵尸企业有利于恢复市场秩序并释放市场活力。普遍认为,僵尸企业难以清理的原因是地方政府利益"割舍难",但鲜有实证研究分析"割舍难"的机制。本文从企业贡献度角度出发,采用1998—2013年的工业企业数据库数据进行了研究,结果发现:僵尸企业在经济、税收和就业方面做出的贡献比正常企业显著较少;当僵尸企业密度增大时,僵尸企业与正常企业的贡献差异会显著缩小;僵尸企业密度对僵尸企业与正常企业贡献差异的调节作用在经济发展差、税收收入少和金融资源匮乏的地区更加显著;僵尸企业与正常企业的贡献差异在经济萧条时期会显著缩小。
Zombie enterprises are the product of violating market rules,characterized by low efficiency and the need for"blood transfusion".Therefore,cleaning zombie enterprises can restore market order and release market vitality.It was widely believed in all sectors of society that the reason why zombie enterprises are difficult to clean up is because of"difficulty to give up interests from zombies enterprises".However,there aren’t empirical researches to explore the underlined reasons about the relationship between zombie enterprise and local government.This paper used the data from the industrial enterprise database from 1998 to 2013,and applied empirical methods to analyze the dilemma facing by local governments from the perspective of corporate contribution.We found that,the contribution of economy,taxation and employment provided by zombies were significantly less than that of healthy companies.However,when the density of zombies increased,the differences of contribution between zombies and healthy firms shrinked significantly.Besides,the effect of zombies’density to contribution zombies was accentuated when the region’s economy was less developed,lack of tax revenue and lack of financial resources.Finally,this paper found that,during the period of economic depression,there were less differences of contribution between zombies and healthy firms.
