摘要
近年来我国灾害频发,而作为灾害应急管理基础学科的灾害学研究起步较晚,具有突出的自然科学特征。国家社科基金立项项目站在社会科学视角,反映灾害学学科的前沿趋势,对于未来灾害应急管理发展具有重要意义。本文基于国家社会科学基金项目库,运用词频分析、共现网络分析等多种方式,从立项时间、立项数量、项目类别、学科分类、项目名称关键词和承担单位等角度,探究了灾害应急管理的发展态势和研究热点。结果表明,汶川地震、新冠肺炎疫情等重大突发事件推动了灾害应急管理发展,灾害交叉学科和研究内容也逐年丰富。从地区分布来看,北京、成都、武汉等高校聚集地或临近灾害频发区的地区是项目承担单位的主要驻地。研究还发现,应急管理、舆情管理、协同治理、疫情防控、风险评估等成为近年来灾害应急管理研究的热点内容。为适应社会安全需求,国家社科基金也要加强政策引领,注重灾害社会学、综合防灾减灾和灾害与其他社会因素的双向影响研究。
In recent years,disasters occur frequently in China.However,as a basic discipline of disaster emergency management,disaster science started relatively late,and has prominent natural science characteristics.From the perspective of social science,the projects of National Social Science Foundation reflect the frontier trend of disaster science,which is of great significance to the development of disaster emergency management in the future.Therefore,through application of word frequency and co-occurrence network analysis,this paper explores the focuses and development trends of disaster emergency management in terms of time,number,category,topic and research institute.The results show that major disaster events,such as Wenchuan earthquake and COVID-19,have promoted the development of disaster emergency management,and the cross-subjects and research contents of disaster have been enriched year after year.From the regional distribution,Beijing,Chengdu,Wuhan where universities gather or close to disaster prone areas are the main bases of the research institutes.The study also found that emergency management,public opinion management,collaborative governance,epidemic prevention and control,and risk assessment have become the research focuses in recent years.In order to meet the security requirements of society,the National Social Science Fund have to strength policy guidance,pay attention to disaster sociology,comprehensive disaster prevention and mitigation,and research on the two-way impact of disasters and other social factors.
