摘要
铁路在综合交通运输体系中发挥着骨干作用,肩负着中国现代化开路先锋的重要使命任务。与此同时,铁路突发事件时有发生,铁路安全稳定发展面临复杂形势和严峻挑战,亟须通过提升铁路应急管理能力,最大限度减少铁路突发事件发生、减小事件造成的影响。本文围绕提升铁路应急管理能力展开,分析了提升铁路应急管理能力的必要性、重要性和迫切性,归纳总结了当前铁路应急管理能力存在的问题,从法规制度标准、组织体系、风险隐患管控、监测预警、应急预案、联动机制、信息化建设、应急保障等方面提出了政策建议。
Railways play a backbone role in the comprehensive transportation system and shoulder the important mission of being the pioneer of China's modernization.At the same time,railway emergencies occur from time to time,and the safe and stable development of railways faces complex situations and severe challenges.It is urgent to improve railway emergency management capabilities to minimize the occurrence of railway emergencies and minimize the impact of events.This article focuses on improving railway emergency management capabilities,analyzing the necessity,importance,and urgency of improving railway emergency management capabilities.It summarizes the problems existing in current railway emergency management capabilities,and proposes policy recommendations from aspects such as regulations,institutional standards,organizational systems,risk and hidden danger control,monitoring and early warning,emergency plans,linkage mechanisms,information construction,and emergency support.
