摘要
森林火灾具有突发性、发展迅速等特点,在巨大或复杂的森林火灾面前人力难以应对,甚至无法应对。随着科学技术的快速发展,航空灭火成为了森林消防的重要方式之一,空地协同配合是今后森林灭火主要的发展方向,对其相关的组织指挥理论进行研究具有十分重要的意义。本文基于文献调研、实例分析等对航空灭火组织指挥相关内容进行研究,通过对我国森林航空灭火的现状、存在问题和主要手段进行研究,系统总结航空灭火组织指挥理论体系,并以禄丰县“4?23”森林航空灭火组织指挥扑救为实例,总结航空灭火战术和相关经验,提出森林火灾扑救中航空灭火组织指挥能力提升的对策。
Forest fires have the characteristics of sudden and rapid development,so it is difficult or even impossible for human resources to cope with huge or complex forest fires.With the rapid development of science and technology,aerial fire fighting has become one of the important ways of forest fire fighting,and open-ground cooperation is the main development direction of forest fire fighting in the future,so it is of great significance to study the relevant organization and command theory.Based on literature research and case analysis,this paper studies the relevant content of aviation fire fighting organization and command,and systematically summarizes the theoretical system of aviation fire fighting organization and command by studying the current situation,existing problems and main means of forest fire fighting in China.Taking“April 23”forest fire fighting organization,command and rescue in Lufeng County as an example,summarizes aviation fire fighting tactics and relevant experience.The countermeasures to improve the organization and command ability of aviation fire fighting in forest fire fighting are put forward.
