摘要
为加强铁路危险货物运输安全监管,利用态势分析法(SWOT),完善铁路危险货物运输安全治理体系,提升安全治理能力的改进对策。通过从内部优势、劣势,外部机会、挑战4个方面讨论我国铁路危险货物运输安全监管的现状,基于SWOT分析矩阵,从加强顶层设计、完善监管法律制度体系、强化人员保障、提升安全监管能力、加强利益平衡机制等5个方面提出加强我国铁路危险货物运输安全监管的改进对策。研究表明:通过多维度完善铁路危险货物运输安全监管制度和体系,从而不断提升监管工作水平,维护铁路危险货物运输安全持续稳定。
In order to strengthen the safety supervision of railway dangerous goods transportation,SWOT was used to study and improve the railway dangerous goods transportation safety management system and improve the improvement measures to enhance the safety management capability.Four aspects such as internal advantages,disadvantages,external opportunities,and challenges were discussed from the current situation of China’s railway dangerous cargo transportation safety supervision,based on SWOT analysis matrix,improvement countermeasures to strengthen safety supervision of railway dangerous goods transportation in China was proposed from five aspects,such as strengthening top-level design,perfecting supervision legal system,strengthening personnel protection,enhancing safety supervision ability and strengthening interest balance mechanism.The research shows that through multi-dimensional improvement of railway dangerous goods transport safety supervision system and system,so as to continuously improve the supervision level,maintain the railway dangerous goods transport safety and stability.
